Interpreting PITC PARS elements of program quality

PITC PARS Subscale Guides help both new and experienced assessors understand and interpret the various elements of program quality measured by the PITC PARS.

These Guides help assessors understand exactly what aspect(s) of the child care program each sub-item measures, as well as what sort of specific evidence to look for when observing care and how to evaluate that evidence. Specifically, the Guides provide the following information about each respective sub-item:

  • Intent of the sub-item
  • Method used for gathering evidence in support of the sub-item
  • Definitions of key terms used in the sub-item
  • Guidance for assessors on how to observe the sub-item
  • Examples that illustrate evidence in support of the sub-item
